DPDP Engineering Checklist: 10 Steps to Protect Personal Data

Introduction

India's Digital Personal Data Protection (DPDP) Act, 2023, and the DPDP Rules, 2025, make personal data protection an important consideration for businesses building and operating digital applications. For engineering teams, preparing for DPDP requirements involves more than updating privacy policies. It requires examining how personal data is collected, processed, stored, accessed and shared across an application's architecture.

Consider a typical product workflow. A customer enters their phone number into an application. The backend processes the request, an analytics service records the event, and an error-monitoring tool captures request details during debugging. The primary database may be secure, but the same personal information could now exist in several other systems.

This creates an important engineering challenge: protecting personal data throughout its lifecycle, not just where it is originally stored.

Developers, DevOps engineers, security teams and engineering managers need to understand where personal data flows, which services can access it, how long it is retained and what happens when a user exercises an applicable data protection right.

A practical DPDP engineering checklist helps teams identify gaps, assign responsibilities and build appropriate safeguards into everyday development workflows.

This article covers ten areas to review when preparing applications for DPDP requirements, including data mapping, purpose limitation, consent management, PII protection, access control, application logs, deletion workflows, third-party integrations, breach response and privacy testing.

The DPDP Engineering Checklist

1. Map Personal Data Across Your Application

You cannot protect personal data effectively without knowing where it goes.

Start by identifying the personal data your application collects, including names, email addresses, phone numbers, identity details and other information that can identify an individual. Then trace how that information moves between application components and external services.

Engineering checklist:

• Identify personal data collected by every application and API.
• Map data flows between frontend services, backend systems and databases.
• Identify copies in caches, message queues, analytics platforms and backups.
• Document which internal services and third-party vendors can access personal data.
• Review AI workflows, including prompts, tool calls and retrieval systems.

Maintain an up-to-date data inventory and data flow diagram. These help engineering teams understand where personal information is processed and where additional security controls may be necessary.

2. Apply Purpose Limitation and Data Minimisation

Collecting more information than a product needs increases the amount of data that must be protected. The DPDP framework addresses processing for lawful purposes and limits personal data processing to what is necessary for the specified purpose.

Engineering checklist:

• Collect only the personal data required for the intended purpose.
• Avoid returning unnecessary personal fields from APIs.
• Remove redundant personal information from event payloads.
• Review whether analytics systems need identifiable customer data.
• Define retention periods and implement appropriate deletion processes.

For example, an order-status API may only need an order ID and delivery status. Returning the customer's complete address, phone number and payment details increases exposure without necessarily improving the functionality.

Data minimisation should be considered during API design, database modelling and product development, rather than added after deployment.

3. Build Consent and Privacy Controls Into the Application

Consent management should not be limited to a checkbox or banner on the frontend. Where consent is the applicable basis for processing, the backend and connected services must handle consent status and withdrawal appropriately.

Engineering checklist:

• Present clear privacy notices explaining the purpose of data collection.
• Record consent and relevant changes in an auditable manner.
• Connect consent status to systems that process personal data.
• Implement workflows for withdrawing consent.
• Support applicable requests for access, correction, erasure and grievance redressal.

Test these controls across APIs, background jobs and third-party integrations, not just the user interface. A withdrawal option is ineffective if downstream services continue processing data without an applicable legal basis.

4. Protect PII With Appropriate Security Controls

The DPDP Rules, 2025, Rule 6 addresses reasonable security safeguards for protecting personal data. Engineering teams should evaluate security controls according to the sensitivity of the information, the application's architecture and the risks involved.

Engineering checklist:

• Encrypt personal data in transit and at rest.
• Apply masking or redaction when original values are unnecessary.
• Evaluate tokenization for sensitive fields used across services.
• Restrict access to encryption keys and systems holding original data.
• Test safeguards against unauthorised access and data exposure.

For example, an internal service may need to identify a customer without receiving their actual phone number. Tokenization can replace the original value with a token while keeping the mapping in a separately protected system.

PII tokenization is one approach to reducing unnecessary exposure of original personal information across application workflows. The original values remain protected in a controlled vault while supported systems can work with tokenized representations.

Tokenization is one possible security measure, not a complete DPDP compliance solution. Its effectiveness depends on implementation, access controls and protection of the original data.

5. Enforce Access Control Across Services

Personal data should only be accessible to authorised users and services for legitimate purposes. Even a well-protected database can expose information if an API returns unnecessary fields or a service account has excessive privileges.

Engineering checklist:

• Apply role-based access control (RBAC) or attribute-based access policies where appropriate.
• Follow the principle of least privilege for employees and service accounts.
• Restrict access to production databases and sensitive endpoints.
• Secure service-to-service communication.
• Review permissions regularly and revoke unnecessary access.

Access controls should cover internal APIs, cloud infrastructure, data pipelines and third-party integrations. Review them whenever application responsibilities or system permissions change.

For an example of how tokenization, controlled data access and auditability can work together, see Securelytix's security architecture.

6. Prevent Personal Data Leaks Through Logs and AI Workflows

Application logs, traces and monitoring tools can unintentionally collect personal information during routine debugging. AI workflows introduce additional risks when applications send customer details to model providers, external tools or retrieval systems.

Engineering checklist:

• Avoid logging raw request bodies containing personal data.
• Redact sensitive fields before sending events to monitoring platforms.
• Review information captured in traces and error reports.
• Minimise personal data included in AI prompts and tool calls.
• Restrict access to vector databases, cached responses and conversation histories.
• Review third-party data retention and deletion practices.

Engineering principle: Protect personal data before it reaches a downstream system.

For AI-enabled applications, this means considering the entire request path, from the application backend to model providers, agent tools, logs and retrieval systems. A data privacy vault is one architectural approach for keeping original sensitive values separate from the representations used by downstream services.

Shared middleware, API gateways and reusable data-handling libraries can help enforce these controls consistently across applications.

7. Establish Data Retention and Deletion Workflows

Deleting a record from the primary database does not guarantee that every copy has been removed. Personal data may remain in caches, search indexes, exports, backups or third-party systems.

Engineering checklist:

• Define retention periods based on processing purposes and applicable legal obligations.
• Automate deletion when required conditions are met.
• Propagate relevant deletion requests to downstream systems.
• Define how expired data is handled in backups and archives.
• Maintain appropriate evidence of completed deletion workflows.

The DPDP framework addresses erasure subject to applicable legal requirements and exceptions. Engineering teams should therefore design deletion as a coordinated workflow, rather than relying on a single database operation.

8. Secure Third-Party Processors and Integrations

Modern applications rely on cloud platforms, payment gateways, analytics tools and external APIs. Sharing personal data with these services creates additional risks that engineering teams must account for.

Under Section 8 of the DPDP Act, a Data Fiduciary remains responsible for compliance with the Act in respect of processing undertaken by it or on its behalf. Engagement of a Data Processor must also be supported by a valid contract.

Engineering checklist:

• Maintain an inventory of vendors processing personal data.
• Review vendor security controls and data-handling practices.
• Ensure relevant contracts address applicable security requirements.
• Restrict the personal data shared with each integration.
• Establish processes for vendor incidents and data deletion.

Avoid sending complete customer records to third-party services when only a few fields are necessary. Review integrations whenever vendors, data flows or processing purposes change.

9. Prepare for Personal Data Breaches

Even well-designed security controls cannot eliminate every risk. Engineering teams need an incident response process to identify potential breaches, investigate their impact and coordinate the required notifications.

Engineering checklist:

• Configure alerts for suspicious access and potential data exposure.
• Define incident ownership and escalation procedures.
• Preserve evidence and investigate affected systems and data.
• Establish procedures for required notifications to affected individuals and the Data Protection Board of India.
• Conduct incident response simulations to identify gaps.

The DPDP Rules, 2025, prescribe personal data breach notification requirements. Engineering teams should map their response procedures to the applicable timelines and requirements rather than relying on informal internal reporting.

10. Integrate Privacy Testing Into the Development Lifecycle

Privacy safeguards can break when developers introduce new APIs, features, integrations or infrastructure changes. A one-time security review cannot account for every future change.

Engineering checklist:

• Include personal data exposure scenarios in code reviews.
• Test access controls, masking and deletion behaviour.
• Avoid using real personal data in development and testing environments unless appropriately justified and protected.
• Review data flows before deploying new integrations.
• Reassess safeguards after significant architectural changes.

Where practical, incorporate privacy-related tests into CI/CD pipelines. Automated checks can help detect accidental exposure, unauthorised access and regressions before new code reaches production.

Turn the DPDP Engineering Checklist Into Action

A checklist becomes useful when each item has an owner, a defined implementation plan and a way to verify completion.

Begin by mapping personal data flows, then prioritise risks such as excessive collection, uncontrolled access, exposed logs and unnecessary third-party sharing. Assign responsibilities across application engineering, DevOps, security and product teams.

Track each control as Not Started, In Progress or Verified, and maintain evidence such as data flow diagrams, access reviews, test results and deletion records.

Revisit the checklist as the application evolves. Privacy protection should be part of the development lifecycle, not a final approval step before release.

Conclusion

Preparing for DPDP compliance requires more than updating privacy policies. Engineering teams need visibility into personal data flows, appropriate security safeguards, controlled access, reliable deletion workflows and tested incident response procedures.

This DPDP engineering checklist provides a practical starting point for identifying gaps and strengthening application-level data protection. Use it alongside legal and privacy reviews to assess your organisation's obligations under India's DPDP Act, 2023, and DPDP Rules, 2025.
