A response to r136a1's diagnosis of the vanishing public APT report — and a deeper look at what the field's blind spots reveal about how we define, observe, and ultimately misread adversary sophistication.
The recent piece by r136a1, Where Have All the Complex Windows Malware and Their Analyses Gone?, is one of the more honest diagnostics the threat intelligence community has produced in years. It names real phenomena — paywall creep, OPSEC-aware actors, the noise floor raised by ransomware — and connects them coherently. It deserves a serious reading. It also deserves a serious rebuttal on two of its weaker arguments, and an expansion on the one point it raises but does not fully pursue: the absence of any real metric for what "advanced" actually means.
The core diagnosis is sound
The article's strongest sections are on the corporatization of intelligence and the APT inflation problem. The shift from public 60-page technical teardowns to paywalled private feeds is not a conspiracy — it is a straightforward consequence of economic incentives maturing around a product that was, for a time, given away for free. The community of researchers who wrote those flagship Kaspersky GReAT or FireEye reports in the 2010s did not disappear; their output did. What changed was the business model, not the talent or the targets.
The observation on APT inflation is equally well-placed. The term has been so thoroughly diluted by marketing use that it now functions as a synonym for "suspected government nexus," regardless of any observable technical or operational characteristic. This is not a cosmetic problem. It produces genuine signal fatigue: when every ClickFix campaign from a mid-tier threat actor gets an APT designation, the community's ability to allocate attention to genuinely novel tradecraft is structurally degraded.
"When a real unicorn finally appears, it often fails to garner the attention it deserves because it is drowned out by a thousand reports on the newest ClickFix lures."
This is accurate. But the article's explanation for why that inflation happened stops short of the most important cause.
The metric problem runs deeper than marketing
The article notes that "advanced" was never formally or quantitatively defined, and treats this as a contributing factor to marketing abuse. That is true, but incomplete. The absence of a rigorous definition was not merely an oversight — it was a structural consequence of who was writing the reports and what tools they had available.
Threat intelligence reports were written almost exclusively by malware analysts and reverse engineers. Their instrument for measuring the world was the binary. It follows, with iron logic, that sophistication in those reports was almost always a measure of binary complexity: custom virtual machines, encrypted filesystems, polymorphic loaders, kernel-level rootkits. These are real indicators of engineering investment. But they are only one dimension of a much larger space.
A genuinely rigorous taxonomy of adversary sophistication would need at minimum the following dimensions, none of which appeared consistently in public reporting:
🟦 Principle 0: Think organisation
Organizational signature. A mature threat actor structure is characterized by a strict distinction of activities — separate teams handling targeting, capability development, operational execution, and exfiltration. This compartmentalization is itself a sophistication indicator, and it produces observable traces: consistency of doctrine across operations, absence of cross-contamination between phases, and cultural fingerprints embedded in the way operations are structured and timed. Nation-state organizations operate at effectively infinite cost relative to their objectives, which means they can sustain this level of compartmentalization indefinitely. Analyzing target sets and operational cadence as proxies for organizational scale was almost entirely absent from public reporting. The number of victims, for instance, is one of the few externally observable proxies for the size and structure of the entity conducting an operation — a campaign touching three high-value strategic targets over five years requires a fundamentally different apparatus than one touching thirty thousand endpoints indiscriminately — yet this dimension was routinely underread.
🟦 Principle 1: Detection avoidance as a first-order objective
Operational security posture. Detection, for a capable adversary, is a catastrophic event — not an inconvenience. It forces a reconsideration of the entire capability deployed against a target, potentially burning infrastructure, personas, and tooling that took months or years to develop. An actor who understands this does not optimize primarily for technical sophistication; they optimize for invisibility. OPSEC quality — infrastructure rotation cadence, per-operation tooling variation, absence of reused indicators — almost never appeared in public reports as a first-class metric. In part because by definition a well-run operation leaves little to analyze. The corollary is important: attribution, paradoxically, is not a primary concern for the attacker. As the last decade has demonstrated repeatedly, the geopolitical cost of confirmed attribution remains low enough that capable actors rationally discount it. What they cannot discount is operational compromise.
🟦 Principle 2: Many entry and exfiltration paths
Resilience architecture. A sophisticated actor does not rely on a single access path. They build redundancy into every phase — multiple initial access vectors, several persistence mechanisms, independent exfiltration channels — both to maximize operational profitability and to ensure that the loss of any single component does not terminate the operation. This structural redundancy is directly linked to detection avoidance: if one path is burned, the operation continues through others. From a defensive standpoint, this means that detecting a single intrusion component says almost nothing about whether the adversary has been evicted. This dimension was essentially invisible in public reporting, which tended to document the artifacts found rather than reason about the architecture that placed them.
🟦 Principle 3: Planning and targeting investment
Pre-operational intelligence depth. Advanced actors invest heavily in targeting before any capability is deployed. Understanding the technical environment of the intended victim — their network architecture, security tooling, patch cadence, personnel with privileged access — is a prerequisite for building the right weaponry. The quality of this pre-operational work determines whether a custom implant is necessary at all, or whether a simpler approach will suffice given the specific target's defensive posture. This brings us to the most misread principle in the article under review.
🟦 Principle 4: Least action
Rational minimalism, not technical laziness. The article describes the adoption of public offensive tools like Sliver, Covenant, or Mythic by nation-state actors as evidence of a degraded threat landscape — a "nail in the coffin for complex malware development." This reading is almost exactly backwards. An attacker who uses a public framework when it suffices is not demonstrating a lack of capability; they are demonstrating a mature risk calculus. The real cost of deploying a custom toolkit is not its development — it is its potential exposure. A bespoke implant, once captured and analyzed, reveals engineering choices, coding style, and infrastructure patterns that can be used to hunt the actor across other operations. A commodity tool reveals nothing. Sophisticated actors maintain a tiered toolset: commodity or semi-public tools for initial access and lateral movement, custom capabilities reserved for high-value targets where the operational requirement genuinely justifies the exposure risk. The presence of public tools in an intrusion is therefore not a signal of low sophistication — it may be a signal of the opposite.
🟦 Principle 5: A compromise strengthens the attacker
The learning asymmetry. Every public disclosure of a threat actor's techniques, tools, or infrastructure creates a learning event — but not symmetrically. The defending community gains a set of retrospective indicators. The attacking community, including actors who were not party to the compromised operation, gains a forward-looking lesson in what to avoid. This asymmetry has a specific consequence for public reporting: the more detailed and technically precise the published analysis, the more educational value it provides to actors who have not yet been detected. What the article calls the "golden age" of public teardowns was simultaneously a period of intensive, gratuitous, and uncompensated education for the adversary ecosystem. The "Hubble syndrome" for the defense — the idea that having seen something creates a false confidence that you understand it — applies here: a published IOC list gives defenders the feeling of coverage while advanced actors have already rotated every element it describes. The corollary is that actors actively learn from the operational errors of their peers exposed in public reports, accelerating convergence toward behaviors that are structurally opaque to the instruments the community uses to observe them.
Where the article's argument weakens
The sections on cloud migration and talent displacement are the least convincing in the piece. The argument that skilled researchers and threat actors have pivoted to cloud environments because Windows kernel attack surface is "saturated" mistakes a diversification for a migration. The most sensitive targets — classified networks, industrial control systems, air-gapped infrastructure — remain on architectures where Windows tradecraft is still the primary attack surface. State actors targeting those environments have not abandoned kernel-level capability because OAuth token theft is cheaper; they have developed both.
The talent migration argument is similarly overstated, and the article partially contradicts itself on this point. The corporatization section correctly identifies that deep technical work has moved behind paywalls. The talent section then argues that researchers have been absorbed into operational noise and no longer do the work. Both cannot be fully true simultaneously. The more parsimonious explanation is the one the article almost reaches: the work continues, the incentive to publish it publicly does not.
The researchers did not disappear. The business model around what they produce did.
What was a reputational economy in 2013 — where publishing a landmark analysis of Equation Group tooling built careers and organizational prestige — became a commercial economy by 2020. The output did not stop; it became a product line. This is a cleaner explanation than talent attrition, and it does not require assuming that the community's analytical capability degraded.
The sampling surface problem
There is a structural issue the article does not address, which compounds all of the above. The public reporting pipeline historically depended on telemetry from large-scale consumer and enterprise endpoint deployments — antivirus networks, sandbox submissions, honeypot catches. Commodity malware appeared in this pipeline constantly because it was deployed at scale against targets that ran standard consumer security software.
Genuinely state-level actors targeting strategic assets do not operate against that telemetry surface. Their targets do not submit samples to VirusTotal. Their implants do not trigger commercial sandbox pipelines. The disappearance of advanced malware from public reporting is therefore partly a disappearance from the acquisition layer, not from the world. The instrument is measuring a different population than it was in 2012, and the community has been slow to account for this in how it interprets the silence.
This is not a peripheral observation — it changes the epistemological status of public reporting entirely. We are not looking at a sample of the advanced threat landscape and finding it less complex. We are looking at a sample from which the most advanced actors have structurally withdrawn, and mistaking their absence from the sample for absence from the field.
What a more complete framework would look like
For the field to develop a defensible, non-inflationary definition of "advanced," it would need to decompose the term across, at least, the dimensions described above — organizational structure and compartmentalization, OPSEC discipline, resilience architecture, pre-operational targeting investment, rational tool selection, and cross-operation learning — and assign observable indicators to each. Such a framework does not currently exist in any public form that the industry has converged on. The closest analogs — capability modeling work done within intelligence community contexts — are not publicly available, which is itself part of the problem the article is diagnosing.
In the meantime, the article's conclusion is correct in its practical import: the absence of public blockbuster reports is not evidence of a simpler threat landscape. It is evidence of a matured, commercially structured, OPSEC-hardened ecosystem in which the most capable actors have become progressively more invisible to the instruments we use to observe them — and in which the incentives to publish what is observed have largely been replaced by incentives to sell it. Every public analysis that does appear accelerates this process by teaching the next generation of actors exactly which behaviors to abandon.
